Prepare the Icing

- Gradually add more milk or water, one teaspoon at a time, until the icing reaches your desired consistency for decorating.
Notes
Adjust the amount of milk or water to reach your desired consistency for outlining or flooding cookies. Allow decorated cookies to dry completely for several hours or overnight before stacking.
